IBM Launches AI Govtech Hub in India

IBM has launched its AI GovTech Innovation Center in Lucknow, India. Inaugurated by CEO Arvind Krishna and local leaders, the center will focus on designing trusted AI solutions for public services and improving statewide AI literacy.

The new center is part of a broader strategic push by the state of Uttar Pradesh to establish itself as a major hub for artificial intelligence. The government is developing Lucknow as India's first "AI City," with plans to transform other key cities into centers of excellence for technology and AI to help grow the state's economy to $1 trillion. This initiative aligns with IBM CEO Arvind Krishna's observation that governments in India are moving decisively from AI exploration to execution. As part of the launch, IBM signed two Memorandums of Understanding (MoUs) with the Uttar Pradesh government. The first, with the Department of IT and Electronics, is to identify and develop high-impact AI use cases for governance. The second MoU, with the Directorate of School Education, will introduce an AI literacy program for students in grades 6 to 12 and for their teachers. The Lucknow hub will serve as a collaborative platform for government departments, academia, and technology experts to design, validate, and scale trusted AI solutions. The focus is on improving public service delivery, enhancing transparency, and increasing the productivity of government functions. The models developed are intended to be replicable for wider adoption across various departments. This initiative builds on IBM's existing presence and partnerships in the state. The company already operates a Software Lab and a Consulting FutureNow Center in Lucknow. IBM has also been collaborating with the Indian Institute of Technology (IIT) Kanpur on projects like using AI to monitor and improve air quality. The state of Uttar Pradesh is already deploying AI in several areas. An AI-enabled video analytics platform named 'Jarvis' is being used in 70 prisons to monitor inmates, and AI bots are planned for use in secondary schools to monitor examinations. The government has also developed an AI-based database to better target welfare schemes to eligible citizens. This collaboration is part of a larger trend of GovTech adoption in India, a market expected to be worth $70 billion in 2025 with a 16.5% compound annual growth rate. IBM has also entered into national-level partnerships, including a collaboration with the Indian government to establish a national AI innovation platform using IBM's Watson X. Another partnership with BharatGen aims to develop AI models tailored to India's diverse languages and cultural contexts.
