Vietnam Enacts Southeast Asia's First AI Law
Vietnam has enacted the first comprehensive AI law in Southeast Asia, setting a new regional baseline for regulation. The law covers AI development, privacy, and algorithmic transparency, potentially influencing compliance frameworks for Chinese AI products exported to the region.
The law, officially titled Law on Artificial Intelligence No. 134/2025/QH15, is administered by the Ministry of Science and Technology (MOST) and establishes a risk-based classification model. Foreign providers of AI systems deemed "high-risk" are now required to appoint a legal representative within Vietnam, creating a direct line of accountability for compliance and incident reporting. Vietnam's approach of consolidating governance under a single, comprehensive framework contrasts with China's more incremental path. Beijing has opted for targeted regulations governing specific areas like generative AI and recommendation algorithms, while a unified, high-level AI law was quietly removed from the 2025 legislative agenda to allow for more flexibility and observation of international standards. A key provision for consumer-facing products is Article 11, which mandates machine-readable markers to identify AI-generated audio, images, and video.
