Creche Abuser Posed as Childcare Professional Since 2023

Dutch authorities are investigating a man who posed as a childcare professional and abused a child after gaining employment as a substitute in a creche. The case, which has been ongoing since 2023, is raising serious questions about regulatory failures, vetting processes, and social safety within community facilities.

The suspect, 66-year-old Jan B. from Almere, was a former city council member for 50Plus, having also previously served on the council for the Socialistische Partij. Since 2023, he had been promoting himself through a website as a "caretaker" offering pedagogical support for children with developmental issues, and his LinkedIn profile claimed a decade of experience in daycare, though the qualifications and parental reviews listed have not been verified. The abuse occurred in November 2025 on the man's very first day working as a substitute at the "De Kaap" childcare facility in Amsterdam-Oost, which is operated by Partou, one of the Netherlands' largest childcare providers. He was caught by a regular staff member, immediately dismissed, and arrested two days later after the father of a two-year-old girl filed a police report. An investigation of the suspect's phone and computer uncovered a wider scope of abuse, with prosecutors identifying a total of 13 children as victims. The charges include the sexual assault of a 13-year-old autistic boy in January 2024, producing pornographic images of a baby and a three-year-old, and taking nude photographs of nine other children. This case raises critical questions about the vetting of substitute and freelance workers within the Dutch childcare system. All regular childcare staff are required to have a Certificate of Good Conduct (VOG) and be listed in the Register for Persons in Childcare (PRK), which ensures continuous screening for criminal offenses. It remains unclear how the suspect was able to gain employment without this mandatory screening. The incident is a stark reminder of the devastating 2010 Amsterdam sex abuse case, where a daycare worker, Robert M., abused dozens of young children. That scandal led to the implementation of stricter safety protocols, including the "four-eyes principle," requiring that a staff member must always be within sight or hearing of another adult. The current case will likely trigger a review of how these principles are applied to temporary staff.
