US DoD Ditches Paper for Automated Access

The U.S. Department of Defense has replaced its paper-based access request process with an automated Identity, Credential, and Access Management (ICAM) system. The new workflow cuts a process that once took weeks down to just hours, a significant digital transformation for the complex organization.

The Defense Information Systems Agency (DISA) awarded the ICAM production agreement to General Dynamics Information Technology (GDIT). Valued at $162 million, the system is a critical component of the DoD's move toward a "zero-trust" cybersecurity architecture. This initiative replaces the legacy paper-based DD Form 2875, which could take weeks or months to process. The multi-phase transition aims to decommission all paper and PDF authorization processes by September 2027, moving from role-based to more granular attribute-based access control. The project mirrors broader trends in government digital identity, such as the European Union's eIDAS2 regulation. This framework mandates that all member states must offer citizens a secure European Digital Identity Wallet (EUDI Wallet) via a mobile app by the end of 2026. Several European nations already have mature digital ID systems, providing valuable case studies. Poland's mObywatel app is used by four out of five citizens for everything from ID verification to checking driving records, while Italy's SPID system had over 36 million users in 2023. For public sector services, these digital shifts are governed by strict accessibility rules. The EU's Web Accessibility Directive requires government websites and apps to meet the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA, ensuring they are perceivable, operable, understandable, and robust for all users. These secure, standardized identity frameworks are foundational for the next wave of government service design. The EU's AI strategies aim to leverage this infrastructure to deliver more personalized and efficient public services, a key goal shared by government AI initiatives globally.
