Fremont residents have one more scheduled public meeting Monday, April 27, on the city’s push to draft a charter and put it before voters this fall. (fremont.gov) The Charter Advisory Committee is set to meet at 5 p.m. in the City Council Chambers at 3300 Capitol Ave., Building A. The city says the meetings are also carried on Comcast Channel 27, the city website, and Zoom through links posted in each agenda packet. (fremont.gov) This committee is part of a fast-track schedule the City Council approved after voting 5-2 on February 17, 2026, to pursue charter city status and aim for the November 3, 2026 ballot instead of a later 2028 option. (fremont.gov) A charter city writes its own local “home rule” document for some municipal affairs, while Fremont now operates as a general law city under the California Government Code. Any switch still requires majority approval from Fremont voters. (fremont.gov) City officials say the change could give Fremont more flexibility over procurement, project delivery, governance, and local election rules. The city’s charter initiative page lists “stronger local control” and the ability to “modernize governance” among the goals. (fremont.gov) The City Council approved the work plan for the charter process on March 3, 2026, and Mayor Raj Salwan appointed seven committee members on March 20. The advisory panel includes Dharminder Dewan, Brad Hatton, Rick Jones, Sue Kwong, Kim Marshall, Sathya Sankaran, and Ben Yee. (fremont.gov 1) (fremont.gov 2) The committee’s meeting run began March 23 and was scheduled to continue every Monday through April 27. City staff say agenda packets are posted the Friday before each meeting, and the Agenda Center says regular meeting agendas are generally posted 72 hours in advance. (fremont.gov 1) (fremont.gov 2) Fremont’s official Nextdoor posts direct residents to the city’s charter initiative page for agendas and background materials. Monday’s meeting is the last date listed on the committee’s published schedule, making it the clearest public checkpoint before the proposed charter moves closer to the November ballot.
