L'Oréal Pushes for 'Radical Transparency'

L'Oréal is launching a major project to become “fully transparent” about its ingredients, sourcing, and sustainability. This industry-wide shift to meet consumer and regulatory demands could accelerate product reformulations and create clearance cycles for legacy SKUs.

L'Oréal's push for transparency is part of its broader "L'Oréal for the Future" sustainability program launched in 2020. By 2024, this initiative has led to significant changes, with 97% of the energy at its operated sites coming from renewable sources and 92% of biobased ingredients for formulas and packaging being traceable to sustainable sources. The company has also achieved 100% renewable energy for all its factories in Europe as of the end of 2024. This shift is a direct response to both consumer demand and new regulations like the Modernization of Cosmetics Regulation Act of 2022 (MoCRA). MoCRA mandates stricter FDA oversight, including facility registration, product listing, and adverse event reporting, pushing brands toward greater accountability for their formulations. This has accelerated the trend of "clean" beauty, with major brands like L'Oréal reformulating long-standing products to remove ingredients such as parabens, sulfates, and certain fragrances. These sustainability-driven reformulations and packaging updates are a key driver of inventory for the off-price channel. As brands transition to new, "cleaner" formulas or more sustainable packaging—like the L'Oréal Paris Elvive line, which now uses 99.7% recycled PET plastic for its bottles—the previous versions are often discontinued. This creates a surplus of "legacy" SKUs that are then sold to off-price retailers. The beauty industry sees over 10% of its products wasted within the supply chain due to factors like overproduction and discontinued lines from reformulations. This constant cycle of innovation and updates, now heavily influenced by sustainability goals, provides a consistent flow of brand-name goods into the off-price market. For retailers in this sector, these shifts are a direct pipeline for sourcing high-demand products that are being phased out of primary retail channels.
