Oakland Averts Teacher Strike with New Deal
The Oakland Unified School District and its teachers' union reached a last-minute agreement, averting a planned strike. The deal addresses key issues of teacher pay and funding for classroom resources, bringing stability to the district after tense negotiations.
The new two-year tentative agreement provides a significant pay increase for the 3,000 members of the Oakland Education Association (OEA). The most senior teachers are set to receive a 13% raise, while all other educators will see an 11% increase over the course of the contract. The deal was reached just before 3 a.m. following an 18-hour marathon bargaining session. This agreement covers the period from July 1, 2025, through June 30, 2027. Pay bumps are staggered, with an initial retroactive raise, a second increase on July 1, 2026, and a final one on June 30, 2027. The contract also includes targeted salary adjustments for hard-to-fill positions like special education teachers, nurses, psychologists, and social workers. The deal surfaces against a backdrop of severe financial strain for the Oakland Unified School District (OUSD). The district faces a structural deficit of approximately $100 million, exacerbated by declining student enrollment and the expiration of one-time pandemic relief funds. OUSD's student population has fallen from around 54,000 to 34,000. Just days before the agreement was reached, the OUSD school board voted to approve 400 preliminary layoff notices, impacting about 10% of the staff, in a bid to save an estimated $11 million next fiscal year. The teachers' union has vowed to fight these cuts, which affect counselors, social workers, and other support staff. Concerns over the contract's affordability have already been raised. OUSD Board Director Mike Hutchinson labeled the deal "financially impossible," warning it could add an estimated $50 million to the district's deficit. The union and the school board must both still vote to ratify the tentative agreement for it to become official. This averted strike follows a pattern of contentious labor relations in Oakland. The city's teachers held a seven-day strike in 2019 and another week-long walkout in 2023. The latest negotiations stretched for nearly a full year before the deal was struck.
