Tesla Tightens FSD Software Transfer Policy
Tesla has changed its Full Self-Driving (FSD) transfer policy, now requiring that a new vehicle must be delivered by March 31, 2026, not just ordered, to be eligible for a license carryover. The move tightens the window for buyers and impacts the perceived value of the software add-on.
This policy shift is part of a broader strategy to transition Full Self-Driving (FSD) to a subscription-only service. As of February 14, 2026, Tesla ceased selling FSD as a one-time purchase, which was previously available for $8,000. Now, access to FSD for new buyers is exclusively through a monthly subscription. The price of the FSD software has fluctuated significantly over the years, starting at around $5,000 and reaching a peak of $15,000 before settling at $8,000 in 2024. The subscription model was introduced in 2021 at $199 per month and was later reduced to the current price of $99 per month. Tesla has offered FSD transferability in the past, often as a "one-time amnesty" or a sales incentive to boost delivery numbers at the end of a quarter. CEO Elon Musk had previously stated a transfer program in the third quarter of 2023 was a "one-time thing." The move to a subscription model and the end of lifetime transfers align with internal company goals. One of the milestones for CEO Elon Musk's compensation package is reaching 10 million active FSD subscriptions. This strategic shift encourages upgrades to vehicles with newer hardware (HW4/AI4) and provides Tesla with a more predictable, recurring revenue stream. The recent tightening of the transfer policy, which now requires delivery by the deadline, has a significant impact on customers who have ordered vehicles with long wait times, such as the Cybertruck. Some delivery estimates for the Cybertruck extend into 2027, making those orders ineligible for the FSD license transfer under the new rules. There are specific exceptions to the transfer policy. For instance, FSD included in the "Luxe Package" for some Model S and Model X vehicles cannot be transferred. In these cases, the value of FSD is intended to be factored into the vehicle's trade-in value. Business, commercial, and pre-owned vehicle orders are also not eligible for the transfer program.
