French Civic Tech Project Visualizes Public Spending
A French civic tech initiative is demonstrating a practical use for open government data. The project integrates data from data.gouv.fr into a citizen-facing dashboard that allows users to query and understand public spending. France's commitment to open data is anchored by the "Digital Republic Act," which mandates the public release of government data. This legal framework has propelled the country to become a European leader in open data, fostering a variety of projects that enhance transparency. The national open data portal, data.gouv.fr, serves as the central hub for this initiative, hosting thousands of datasets from various public administrations. One key initiative in visualizing public finances is the "Datavisualisation des comptes de l'Etat" (Data visualization of State accounts). This tool, provided by the Directorate General of Public Finances, offers an innovative way to model the State's accounts and their changes over a ten-year period, aiming to make complex financial data more accessible. At a more local level, the "Observatoire des Finances et de la Gestion publique Locales" (OFGL) provides a visualization tool for the expenses of French departments. This dashboard allows users to explore the main expenditure items and identify significant trends in local public spending over several years, using data from the accounting balances of the departments. To make public spending more tangible for citizens, the French government also provides infographics that break down how taxes are utilized. For instance, they illustrate how every 1,000 euros of taxes are allocated across different sectors like social protection, education, and public administration operations. For 2023, social protection represented the largest share, accounting for 561€ out of every 1,000€ of taxes. These visualization projects are part of a broader push for digital transformation within the French public sector. The civic tech ecosystem in France, which emerged in the early 2010s, is closely linked to the open data movement and has seen local governments, in particular, adopt new technologies for citizen engagement, such as participatory budgeting. The overarching goal of these initiatives is to improve the quality and efficiency of public services by making them more transparent and user-centric. By 2022, the French government had digitized 83% of its 250 most used administrative procedures. This focus on digital service delivery is a core component of France's strategy to modernize its public administration.
