New Tool Targets Accessibility for Digital Archives

Pneuma Solutions is promoting a new tool called "Accessible Archive" to help institutions with large digital archives meet the ADA Title II deadline on a tight budget. Dr. Kirk Adams highlighted the solution as a cost-effective option for a common and difficult accessibility challenge facing many colleges and universities.

The Department of Justice's updated ADA Title II rule sets a compliance deadline of April 24, 2026, for public entities, including universities, to make their web content and mobile apps accessible. This rule mandates adherence to the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA, impacting everything from course materials to vast digital library archives. For universities with extensive digital archives, the financial burden of compliance is significant, as manual remediation of documents can be prohibitively expensive. Estimates for manual remediation range from $3 to over $11 per page, with some complex documents costing even more. When scaled to millions of pages often found in university archives, the total cost can run into the hundreds of thousands or even millions of dollars. While the new rule includes an exception for "archived web content," its criteria are narrow and strict. To qualify, content must have been created before the compliance date, be used exclusively for reference or research, remain unaltered, and be stored in a dedicated and clearly identified archive section. Content that is still actively used for instruction or research will not meet these requirements and must be made accessible. Pneuma Solutions' "Accessible Archive" tool utilizes a "just-in-time" remediation model to address these challenges. Instead of remediating every document upfront, the system converts a file to an accessible format only when a user requests it. This approach significantly lowers the cost to mere cents per page, making it a more scalable solution for institutions facing budget constraints. The accessible version is then cached for future use.
