Canada Deepens Tech and Trade Ties with Japan
Canada has signed a deal to deepen its trade and military links with Japan, a move reflecting shifting global alliances. This strategic partnership could have downstream effects on Canada's tech sector, potentially opening new markets and investment opportunities in areas like AI, clean tech, and advanced manufacturing.
The "Comprehensive Strategic Roadmap" signed by Prime Minister Mark Carney and Japanese Prime Minister Takaichi Sanae on March 6, 2026, builds on a foundation of nearly $40 billion in existing two-way trade. The agreement aims to attract more Japanese capital, with officials from both nations tasked to identify immediate investment opportunities, including through pension funds. This partnership creates a new "Economic Security Dialogue" and targets deeper collaboration in high-growth technology sectors. Specific areas of focus include joint research and commercialization in semiconductors, AI, quantum computing, clean energy, and battery supply chains. The deal is underpinned by recent defence and technology agreements, including an Equipment and Technology Transfer Agreement signed in January 2026. This framework facilitates co-development projects between Canadian and Japanese companies involving the transfer of intellectual property and technology. A new Canada-Japan Cyber Policy Dialogue will be established to enhance cooperation on cyber threats affecting critical infrastructure. This aligns with a mutual goal of protecting sensitive research and strengthening resilience in emerging fields like autonomous systems. For the tech ecosystem, the roadmap explicitly aims to deepen collaboration between the two countries' innovation, venture, investor, and startup communities. The plan includes strengthening links between accelerators and corporate innovation networks to support joint commercialization in emerging tech sectors. This agreement marks an evolution of a long-standing relationship, building on the 40th anniversary of the Canada-Japan Agreement on Cooperation in Science and Technology. A "Team Canada" trade mission is scheduled to travel to Japan in 2026 to unlock new commercial partnerships for Canadian businesses.
