OpenAI Signals Cloud Shift to Amazon

OpenAI has been publicly promoting a partnership with Amazon and appears to be repositioning away from Microsoft, according to recent reporting and a cited internal memo. OpenAI is steering more of its enterprise push toward Amazon Web Services, even as Microsoft remains its biggest longtime partner. (cnbc.com) In an internal memo sent Sunday, April 13, chief revenue officer Denise Dresser told staff that OpenAI sees “greater opportunity” with Amazon and that the Microsoft relationship had “limited” its ability to reach some customers, CNBC reported. Business Today separately reported the same memo and said OpenAI is pressing harder into Amazon to expand enterprise sales. Under that agreement, Amazon said it would invest up to $50 billion in OpenAI, and Amazon Web Services became the exclusive third-party cloud distribution provider for OpenAI Frontier, the company’s enterprise platform for building and managing teams of artificial intelligence agents. Amazon and OpenAI also said they are building a “Stateful Runtime Environment” for Amazon Bedrock, a service companies use to build generative artificial intelligence applications on Amazon’s cloud. In a joint statement published February 27, OpenAI and Microsoft said their intellectual property relationship “continues unchanged,” and Microsoft said collaborations like the Amazon partnership were already contemplated under existing agreements. In September 2025, the company said Oracle-developed Stargate sites and other projects would bring its planned capacity to nearly 7 gigawatts and more than $400 billion in investment over three years. (openai.com) For corporate buyers, the practical issue is simple: cloud distribution determines where OpenAI’s models can be bought, deployed, and managed. If OpenAI products are easier to access through Amazon Web Services and Bedrock, that can change which cloud handles more artificial intelligence workloads inside large companies.
