Twenty-one financial institutions said on September 2 they had committed to establish a new company to issue a stablecoin, marking one of the broadest bank-led pushes yet into tokenized payments. The group said its first product would be a U.S. dollar-denominated stablecoin targeted for market launch in the first half of 2027. Bank of America, Citi and Goldman Sachs were among the named members, alongside UBS, Deutsche Bank, Santander, MUFG Bank and Fidelity Investments. The consortium did not disclose initial capitalization, ownership splits or product pricing in the announcement. ### Which banks are in the group, and how broad is it? The consortium said its 21 members span five regions. In North America, it listed Bank of America, Capital One, Citi, Fidelity Investments, Goldman Sachs, PNC Financial Services, Scotiabank, TD Bank Group, Wells Fargo and WisdomTree. In Europe, it named Banco Santander, BBVA, Commerzbank, Crédit Agricole, Deutsche Bank, Lloyds Banking Group, Rabobank and UBS, with MUFG Bank representing East Asia, Sirius International Holding the Middle East and Standard Bank Africa. (blockhead.co) The September 2 announcement said the effort had grown from an initial group of 10 banks disclosed in October 2025. That earlier group said it was exploring a 1:1 reserve-backed digital payment asset issuable on public blockchains, and the current consortium said the project has since expanded into a formal plan to create a separate company. (blockhead.co) ### What exactly is the company planning to launch? The first planned product is a U.S. dollar stablecoin meant for wholesale, institutional and retail use, including cross-border payments and digital-asset settlement, according to the group’s announcement. The consortium said the company would later seek to add stablecoins in other G7 currencies, with a euro-denominated token identified as the next priority after the dollar launch. (blockhead.co) The group said the product would combine “bank-grade compliance, governance, distribution and risk management.” It also said the design is intended to comply with the U.S. GENIUS Act and, where applicable, the European Union’s Markets in Crypto-Assets regulation, or MiCA. ### What is still missing from the plan? (blockhead.co) The announcement did not name the new company or set out how much capital the members would commit at launch. It also did not disclose fee schedules, reserve-management details, issuance mechanics or which blockchain networks the stablecoin would use. (blockhead.co) Boston Consulting Group and Brunswick Group were named as advisers to the consortium, but the release said they have no authority to bind the group or any of its members. That leaves open who will run the company day to day and how governance will be divided among banks, asset managers and other participants. (blockhead.co) ### Is this the same thing as JPMorgan’s stablecoin work? JPMorgan is not among the 21 members of this consortium, according to the group’s member list. Blockhead reported that the bank has separately held preliminary internal discussions about launching a stablecoin distinct from JPM Coin, its tokenized deposit product, and said any decision would depend on customer demand and regulation. (blockhead.co) That makes this venture one of several parallel bank efforts rather than a single industry-wide platform. The Paypers and Blockhead both described the project as a dedicated company being formed by the 21 institutions, separate from other bank-led tokenized money initiatives already under discussion. (blockhead.co) ### What happens before 2027? The consortium said the next step is to establish the company in the second half of 2026. The group then aims to bring the dollar stablecoin to market in the first half of 2027, with a euro-denominated product identified as the next planned expansion after the initial launch.
