UNESCO advances digital governance

UNESCO is driving regional frameworks for digital platform governance, transparency, and accountability—pushing digital citizenship into policy conversations. Schools should align routines that teach evaluation, consent, and responsible collaboration as part of daily digital habits. (dig.watch)

A four-day regional workshop titled "Safeguarding Freedom of Expression and Access to Information in South Asia" ran 24–27 March 2026 at Tribhuvan University in Kathmandu and included more than 90 participants from Bangladesh, India, Nepal, Sri Lanka and the Maldives. (unesco.org) Organizers said the workshop validated draft regional toolkits for policymakers and civil society, reviewed findings from national consultations, and positioned those toolkits as inputs to national regulation and capacity-building under UNESCO’s Internet for Trust initiative. (unesco.org) UNESCO’s work in Kathmandu drew directly on its 2023 Guidelines for the Governance of Digital Platforms, a document produced after more than 10,000 comments from stakeholders in 134 countries and designed to guide rights‑based platform policy. (unesdoc.unesco.org) UNESCO links platform governance to Media and Information Literacy (MIL) and digital competencies, and its Global MIL Assessment Framework explicitly targets assessment of educator readiness and teacher training at national level. (unesco.org) Practical educator-facing resources referenced by UNESCO include the MIL Toolkit for Media and the "Journey through the MILtiverse" youth toolkit, both presented as adaptable materials for classroom and youth-organization implementation. (unesco.org) (media-diversity.org) UNESCO and partners signalled next steps of civil-society validation, regional cooperation on implementation, and translating the validated regional toolkits into national policy and educator/res regulator training programs, with the European Union providing support for the Kathmandu process.
