Canada Ramps Up Arctic Surveillance
Canada's government has announced it's deploying more surveillance aircraft and naval assets to the Northwest Passage. The move is a response to rising military and commercial shipping activity in the Arctic as climate change opens up new, strategic sea lanes.
This enhanced surveillance is a component of a much larger, multi-decade investment in continental defense. Canada has committed $38.6 billion over twenty years to modernize the North American Aerospace Defense Command (NORAD), the most significant investment in the system in a generation. A key element of the upgrade is the development of two new advanced radar systems: an Arctic Over-the-Horizon Radar (A-OTHR) and a Polar Over-the-Horizon Radar (P-OTHR). The Arctic system alone is a $6 billion project being developed in partnership with Australia to detect threats from the US border to the Arctic Circle. The number of ships navigating the Northwest Passage has been steadily climbing. The Canadian Coast Guard tracked 184 vessels in the passage in 2022, a 22.7% increase from the 150 vessels logged in 2021. From 2013 to 2019 alone, the number of unique ships in the area grew by 44%. This rise in traffic is largely driven by resource extraction, with a 503% increase in trips by bulk carriers between 2013 and 2023. The Canadian Arctic is rich in gold, iron ore, diamonds, and critical minerals, which are increasingly accessible and vital for green technologies. To support this activity and assert its presence, Canada's broader northern strategy includes over C$2.5 billion for new infrastructure like airstrips and logistics facilities. This includes $218 million for northern operational support hubs and funding for a new heavy polar-class icebreaker expected by 2030. The investment also addresses new military threats, as traditional radar systems are insufficient for detecting modern long-range cruise missiles and hypersonic weapons. The new surveillance network is designed to provide early warning and tracking of such threats approaching North America.
