EU Releases Open-Source Urban Planning Tool

The European Union has released the Local Digital Twin (LDT) Toolbox, a modular, open-source framework designed to help cities with data-driven urban planning. The toolbox provides solutions for addressing challenges in mobility, energy, health, and climate change with locally tailored approaches.

The Local Digital Twin (LDT) Toolbox is a flagship initiative of the European Commission, designed to empower cities with data-driven simulation and analysis for urban planning. It focuses on simulation rather than real-time operations, allowing local administrations to test policies and co-create solutions for a more sustainable future. The project is part of the broader Digital Europe Programme and specifically targets advancing the digital maturity of all EU cities, with a focus on those less prepared for digital transformation. This initiative is a collaborative effort involving a consortium of private companies, research institutions, and network organizations, including Deloitte, Capgemini, and Open & Agile Smart Cities (OASC). Running from September 2023 to September 2025, the project aims to equip municipalities with the technical foundation for digital collaboration through standardized tools and training. The goal is to create a European ecosystem of connected Local Digital Twins that utilize interoperable tools and AI-powered services. The LDT Toolbox is a key component of the "Living-in.EU" movement, which promotes a European approach to digital transformation in cities and regions. This movement emphasizes the use of technologies like local digital twins, data spaces, and local data platforms to improve public services and foster sustainable development. The toolbox is designed to be a modular, open-source, and scalable solution to support this vision. The development of the toolbox was informed by a co-design process that included surveys and workshops with stakeholders from the smart cities ecosystem, such as technology providers, developers, and city network representatives. This process aimed to gather insights on the needs and requirements that would guide the creation of the toolbox. The project's objectives include mapping the existing EU landscape of Local Digital Twin technology, defining deployment scenarios, and proposing technical specifications. This project is part of a larger European strategy of creating "digital twins" for various sectors. Other major initiatives include Destination Earth, a highly accurate digital model of the entire planet, and the European Digital Twin of the Ocean. Cities like Barcelona, Bologna, and Helsinki have already pioneered the use of digital twins to address challenges such as urban mobility and energy efficiency, demonstrating the potential of these technologies. The LDT Toolbox aims to democratize this technology for communities of all sizes across the EU.
