Fremont’s Charter Advisory Committee is set to meet again on Monday, April 27, at 5 p.m. as the city continues its push toward a possible charter city ballot measure in November 2026. (fremont.gov) The meeting is scheduled for the City Council Chambers at 3300 Capitol Ave., Building A, and the city says the committee has been meeting every Monday from March 23 through April 27. The sessions are also televised on Comcast Channel 27 and available on the city’s website or by Zoom. (fremont.gov) Fremont created the seven-member committee after Mayor Raj Salwan made appointments on March 20, 2026. The committee’s job is to draft a proposed city charter for City Council review. (fremont.gov; fremont.gov) A charter city writes its own local governing rules in a city charter, instead of following state “general law” on municipal affairs. In California, that change requires voter approval after a proposed charter is prepared and placed on the ballot. (fremont.gov) Fremont’s City Council started that process on February 17, 2026, when it approved a referral from Vice Mayor Yang Shao to explore changing from a general law city to a charter city. The city’s stated goal is to put a charter city proposal before voters in November 2026. (fremont.gov; fremont.gov) The city says the advisory committee will review the charter formation process, Fremont’s current municipal code and governance structure, and examples from other California charter cities before making recommendations. The meetings are being held as noticed public meetings under the Brown Act, California’s open-meeting law. (fremont.gov) Agendas, meeting dates, and background materials are posted on Fremont’s Charter City Initiative page and the city clerk’s committee listing. The city has also promoted the meetings on its official Nextdoor account. (fremont.gov; nextdoor.com) Monday’s meeting is the last one on the committee’s posted schedule. What the committee sends to the council next will help determine what Fremont voters see on the November 2026 ballot. (fremont.gov; fremont.gov)
