Judge Voids Kari Lake's Actions at USAGM

A federal judge ruled that Kari Lake unlawfully ran the U.S. Agency for Global Media. The decision voids layoffs she made at Voice of America, adding another layer of political volatility to the global information landscape.

U.S. District Judge Royce C. Lamberth's ruling centered on the principle that Kari Lake was not lawfully appointed to lead the U.S. Agency for Global Media (USAGM). The judge found her appointment violated the Constitution's Appointments Clause and the Federal Vacancies Reform Act, as she was never confirmed by the Senate for the role. Consequently, all actions taken during her tenure as the purported head of the agency are considered void. The decision nullifies the layoffs of hundreds of federal employees and contractors at Voice of America (VOA) and its parent agency, USAGM. Reports throughout 2025 detailed the dismissal of over 1,000 employees, including a reduction in force of 532 full-time staff members and the earlier termination of around 500 contractors. One plan proposed by Lake aimed to leave only 81 employees remaining at the agency. Under Lake's direction, VOA's global broadcasting capabilities were significantly diminished. The number of language services was drastically cut from 49 to just four, focusing on Persian, Mandarin, Dari, and Pashto. This move was part of a broader effort to dismantle the agency, which also included withholding funds from sister networks like Radio Free Europe/Radio Liberty and Radio Free Asia. The lawsuit against Lake was led by VOA's White House bureau chief, Patsy Widakuswara, and several of her colleagues who were among those laid off. Judge Lamberth, an appointee of President Ronald Reagan, had previously warned Lake that she could be held in contempt of court for disregarding earlier orders related to the agency's operations. In response to the ruling, Kari Lake stated her intent to appeal, calling the decision "bogus" and the judge "an activist." She asserted that her actions were part of a mandate from President Trump to reduce the size of the federal bureaucracy. The full restoration of VOA's services and the reinstatement of its employees now hinge on the outcome of this expected appeal.
