Amid uncertainty over SBIR/STTR reauthorization, defense tech startups are increasingly turning to private mega-rounds and strategic partnerships for funding. - The statutory authority for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs expired on September 30, 2025, preventing federal agencies from issuing new solicitations or awards until Congress passes a reauthorization. - Annually, these programs provide more than $4 billion in set-aside funding for research and development, earning them the nickname "America's Seed Fund" for their role in commercializing early-stage technology. - Competing legislative proposals are central to the delay; the SBIR/STTR Reauthorization Act of 2025 aims to make the programs permanent and more than double the SBIR funding set-aside to 7% of agency R&D budgets, while the INNOVATE Act seeks to reduce the number of awards going to so-called "SBIR mills." - The reauthorization was not included in the Fiscal Year 2026 National Defense Authorization Act (NDAA), a common vehicle for its passage in the past, pushing the debate into the new year as lawmakers could not agree on reforms versus a simple extension. - While new Phase I and Phase II awards are on hold, agencies are continuing to manage projects awarded before the October 1, 2025, expiration, and companies can still pursue Phase III follow-on work if it is funded by non-SBIR sources. - The debate over the programs' future includes calls for stronger oversight, tighter security due diligence to mitigate foreign influence, and better performance metrics to track commercialization outcomes.
