OpenAI Deepens Pentagon Partnership

OpenAI is cementing its partnership with the Pentagon, granting the Department of Defense access to its latest AI models. The move follows the exclusion of rival Anthropic from federal contracts and consolidates OpenAI's role in U.S. defense AI amid a push to nationalize critical tech supply chains.

The deal materializes after President Donald Trump directed all federal agencies to "IMMEDIATELY CEASE" using technology from rival AI company Anthropic. This move followed an impasse between Anthropic and the Pentagon over the company's ethical guidelines, specifically regarding the use of its AI in mass surveillance and autonomous weapons. Defense Secretary Pete Hegseth subsequently designated Anthropic a "supply chain risk to national security," barring any contractor, supplier, or partner of the U.S. military from conducting commercial activity with the company. The Pentagon and other agencies have a six-month transition period to phase out Anthropic's technology. Anthropic had a $200 million, two-year agreement with the Pentagon prior to the dispute. OpenAI's agreement includes specific "red lines" that prohibit the use of its technology for mass domestic surveillance, to direct autonomous weapons systems, or for high-stakes automated decisions like social credit systems. The company stated these principles are embedded in the contract and will be protected through a multi-layered approach that includes retaining control over its safety stack and having cleared OpenAI personnel involved. The AI models will be deployed in a cloud-only environment, not on edge devices, which OpenAI says will help enforce the agreed-upon safeguards. The contract stipulates that any use of the AI in autonomous or semi-autonomous systems must undergo rigorous testing and validation, in line with DoD Directive 3000.09. This partnership is part of a larger U.S. strategy to secure critical technology supply chains, viewing domestic capacity in areas like semiconductors and AI as a national security asset. The White House's 2025 National Security Strategy explicitly frames supply chain security as a core component of national security. OpenAI CEO Sam Altman has expressed a desire for the Pentagon to offer the same terms to all AI companies to "de-escalate" the situation. Meanwhile, other tech companies like SpaceX's xAI are also involved in Pentagon AI initiatives, including a project to develop voice-controlled autonomous drone swarming technology.
