Singapore Deploys Proactive Cyber Defenders
Singapore's Defence Minister announced the nation is deploying cyber defenders to critical infrastructure sectors. The move marks a strategic shift from a reactive to a proactive cybersecurity posture, likely increasing demand for advanced security tech and services in the region.
This strategic shift is a direct response to a more than fourfold increase in suspected Advanced Persistent Threat (APT) attacks on Singapore between 2021 and 2024. Notably, authorities recently detailed an ongoing campaign by a state-sponsored group, identified as UNC3886, targeting the nation's critical telecommunications infrastructure. The new Sectoral Cyber Defence Teams (SCDTs) will be deployed starting in June and will fall under the Singapore Armed Forces' (SAF) Digital and Intelligence Service (DIS). This specialized unit, established on October 28, 2022, is the SAF's fourth branch, tasked with defending Singapore in the digital domain. A key component of this new strategy involves leveraging civilian expertise. The SCDTs will be comprised of both regular service members and Operationally Ready National Servicemen (NSmen) who possess valuable skills from their careers in the private tech and cybersecurity sectors. This initiative complements the role of the Cyber Security Agency of Singapore (CSA), the central authority overseeing the nation's cybersecurity since 2015. The SCDTs will work with the CSA to bolster the defenses of vital sectors such as telecommunications, power, and transport. The move underscores a broader national cybersecurity strategy updated in 2021, which emphasizes a more proactive posture to protect critical information infrastructure. This follows incidents like the 2018 SingHealth data breach, which highlighted the persistence of sophisticated attackers. To further hone the skills of these cyber defenders, the SAF is upgrading its Cyber Defence Test and Experimentation Centre (CyTEC). The first phase of this "digital range" is expected to be operational in 2026, utilizing artificial intelligence to simulate sophisticated cyberattack scenarios for training.
