Digital Sandboxes Emerge as GovTech Testbeds

A global report on "sandboxes for digital public infrastructure" was launched at the India AI Impact Summit. This model promotes controlled experimentation with new AI systems and digital services in public administration. Such sandboxes allow for iterative testing of platforms, like grant management systems, in a safe environment that aligns with policy and regulatory requirements.

- The European Union's AI Act mandates that all member states must establish at least one AI regulatory sandbox by August 2, 2026, to foster innovation in a controlled environment. These sandboxes are designed to help companies, particularly SMEs and startups, test their AI systems for compliance with the regulation before market entry. - A pilot program for a "GovTech AI Sandbox" is being tested and validated in Estonia, Greece, Malta, Lithuania, and Sweden from 2025 to 2027. This initiative aims to create a reusable framework for testing AI solutions that can improve public services and reduce administrative burdens. In 2024, a preliminary pilot in Lithuania involved 13 public institutions testing AI products and developing six concepts for future AI use in the public sector. - The United Kingdom's Financial Conduct Authority (FCA) created one of the first regulatory sandboxes in 2015, a model that has since been adopted by over 95 regulators globally. Studies of the FCA's sandbox show that participating firms raised 15% more capital on average and were 50% more likely to secure investment post-entry. - Service design principles are fundamental to the success of public sector digital transformations, focusing on user needs over organizational structures. This approach involves mapping the entire service chain—from policy intent to frontline delivery—to create a coherent and accessible user experience across all channels, including online, phone, and in-person interactions. - In Denmark, the data protection authority (Datatilsynet) and the Agency for Digital Government jointly operate a regulatory sandbox for AI, initially focusing on GDPR compliance with plans to include the EU AI Act. The first cohort in July 2024 selected two projects from 23 applications to receive legal guidance on data protection by design. - Estonia's "Accelerate Estonia" innovation program provides a framework for cross-sectoral regulatory sandboxes, allowing companies to test solutions that may not comply with current regulations. This initiative aims to provide policymakers with concrete data to inform new, evidence-based policies. - The GovStack initiative, a collaboration involving Estonia, Germany, the International Telecommunications Union, and the Digital Impact Alliance, develops reusable and modular digital components, or "building blocks," for e-government services. It also offers a sandbox environment called GovTest where governments can combine and test different software solutions using dummy data before implementation. - A European project called inGOV, backed by €3.3 million in EU funding, developed a framework for integrated public services and tested it in four countries, including Malta. The Maltese pilot created a prototype for a "Digital Common Household Unit Public Service" to integrate household data from various departments into a single system, aiming to reduce administrative burden and service delays.
