Washington, D.C. Mandates AI Training for Government Staff
The government of Washington, D.C., has mandated AI training for all of its employees and contractors. The move reflects a growing recognition that AI literacy is a foundational component of responsible deployment and risk management. This policy is expected to influence private sector organizations to demonstrate similar organizational readiness and governance fluency.
- The mandatory training is a two-part, self-paced course series called “Responsible AI for Public Professionals," provided at no cost to the government or its workforce in partnership with InnovateUS. The curriculum covers the practical application of generative AI in government work and also addresses risks such as privacy, bias, and hallucinations. - All employees and contractors have 90 days from notification to complete the training, which is accessible via their government single sign-on credentials on the D.C. AI Learning Hub. - This training mandate is an extension of Mayor's Order 2024-028 from February 2024, which established a formal framework for the city's use of AI. That order defined six core values for AI deployment: clear benefit to residents, safety and equity, accountability, transparency, sustainability, and privacy/cybersecurity. - The District's Office of the Chief Technology Officer (OCTO) is also creating a "personal sandbox," a secure environment where government employees can test and experiment with new AI software. - This policy is part of a broader strategic plan on AI that includes staggered deadlines for agencies to submit their own specific AI strategies through 2026. The plan also established an AI Taskforce and a public Advisory Group on AI Values Alignment to ensure community and expert input. - Washington, D.C. is already deploying AI in its operations, including an AI-powered career platform designed to reduce bias in hiring and a generative AI tool called DC Compass, which helps the public access and understand open city data. - The training provider, InnovateUS, is a nonprofit initiative from Northeastern University's Burnes Center for Social Change and has also provided AI training for public sector employees in states like California, New York, and Maryland, as well as cities like San Francisco and Miami-Dade County. - A 2025 survey by the National Association of State Chief Information Officers (NASCIO) found that while 82% of state government employees are using generative AI tools, only 71% of states have begun training staff, positioning D.C.'s mandate as a proactive step.
