Lisbon Approves Controversial Education Plan

The Lisbon City Council has approved its "Carta Educativa," a strategic plan for education that includes the construction of 27 new school buildings. The plan passed without the support of opposition parties, who criticized it for a perceived lack of ambition.

- The total planned investment for the "Carta Educativa" is approximately €1.049 billion, to be executed in phases over the next 5, 10, and 15 years. - In addition to the 27 new school buildings, the plan allocates an estimated €743 million for renovation and intervention work in 49 existing public schools. - Opposition parties, including the Socialist Party (PS), Bloco de Esquerda (BE), Livre, and PCP, abstained or voted against the plan. BE specifically criticized the pre-school coverage target of 50% as "not very ambitious" and pointed to persistent inequalities across different territories. - A key criticism from the Socialist Party is that the plan fails to address the "unbalanced map" of educational offerings, where some school groupings have as many as 3,800 students while others have fewer than 1,000. - The plan identifies 20 schools requiring the most urgent interventions, with a budget of €375 million to be spent within the next five years. - This infrastructure plan aligns with Portugal's broader national "Action Plan for Digital Transition," which aims to integrate digital technologies systemically across education through teacher training, digital resources, and providing laptops and connectivity to all students and teachers. - The initiative can be seen as part of a larger European trend of GovTech and public sector digital transformation. Portugal's national strategy includes a "Digital School" program, which has already distributed nearly 300,000 devices to students, prioritizing those with greater financial need. - The approval of the Carta Educativa comes after a long period of stagnation; the previous version of Lisbon's educational charter dated back to 2008 and was widely considered to be in need of a profound revision.
