Maintaining freedom of navigation in these waters is critical for the Thai economy, which depends on sea-based transport for its exports. The U.S.-Thailand alliance, codified in the 1954 Manila Pact, makes Thailand the only U.S. treaty partner on mainland Southeast Asia and a designated Major Non-NATO Ally.
