French Customs ELO Mandate

France will require Customs ELO filings for UK‑France Smart Border freight starting April 20, 2026 — a hard operational deadline for cross‑Channel hauliers and logistics teams. The change forces carriers and 3PLs to update processes and IT flows months before peak spring volumes. (x.com)

French Customs deployed the ELO tele-service on 28 April 2025 and requires users to create accounts on the douane.gouv.fr portal to generate ELO records. (douane.gouv.fr: ) The ELO consolidates customs declarations, ENS/ICS2 references, transport details and safety/security formalities into one digital “envelope” represented by a single scannable barcode for each transport unit. (douane.gouv.fr: icustoms.ai: ) Hauliers must add the ENS (ICS2) MRN into the ELO so the system can generate the required barcode; French–UK Smart Border operators have ended their ICS2 transition and expect ENS accuracy before check‑in.
