Francophone PR pathway in Ontario
Canada launched a new permanent-residence support program for French-speaking international students and graduates in Ontario, starting at Université de Hearst, to boost Francophone immigration outside Quebec and link students to job-market supports. The initiative creates a targeted PR transition route tied to institutional backing. ( )
On March 20, 2026 in Sudbury, the Honourable Lena Metlege Diab announced an investment of approximately $1.5 million to fund three new projects under the federal Francophone Immigration Support Program. (canada.ca) The Canada release says the three projects target ICT-sector growth, Northern Ontario Francophone talent attraction and retention, and resources to inform French‑speaking candidates about employment, immigration and settlement opportunities outside Quebec, and it also commits up to CA$575,000 over three years to the Université de l’Ontario français for a micro‑certificate in francophone immigration management. (canada.ca) IRCC has previously expanded the Francophone Minority Communities Student Pilot (FMCSP) intake to 2,970 applications for the August 26, 2025 to August 25, 2026 intake period, increasing the program’s annual capacity by roughly 670 spots. (cicnews.com) IRCC’s published FMCSP eligibility requires applicants be citizens of an eligible OIF member country, hold a letter of acceptance from a participating DLI that names the FMCSP, enroll full‑time in a post‑secondary program of at least two years with over 50% French instruction, and demonstrate NCLC level 5 in all four French abilities. (canada.ca) CIC News lists the FMCSP’s 33 eligible countries (largely African OIF members plus Egypt, Lebanon, Haiti, Dominica and Saint Lucia) and notes that IRCC’s pathway operates with a group of participating DLIs that sign MOUs to validate FMCSP letters of acceptance. (cicnews.com) Université de Hearst’s pilot information page shows its PPECFSM admissions are closed for Fall 2026 and sets financial conditions for applicants: a CA$2,000 LAP deposit, an additional CA$5,000 cohort reservation deposit, and a CA$12,015 tuition/fee payment requirement before the university issues an IRCC letter of acceptance.
