VVD MP Announces Spatial Planning Portfolio

VVD Member of Parliament Peter de Groot has announced his policy portfolios for the new term. His responsibilities will include Spatial Planning (Ruimtelijke Ordening), signaling that this will be a focus area for the party alongside defense and aviation.

- The policy area falls under the new Environment and Planning Act (Omgevingswet), which took effect January 1, 2024. This act consolidated 26 existing laws to streamline procedures and decentralize planning authority, requiring each municipality to create a single, comprehensive environmental plan (*omgevingsplan*). - Peter de Groot has a background in engineering and policy analysis from Delft University of Technology and previously worked as a strategy manager at infrastructure company Strukton Civiel. Before entering national politics in 2021, he served on the municipal council of Harderwijk, where his father worked as a building contractor. - The Netherlands faced a housing shortage of 396,000 homes in 2024, a slight decrease from the previous year but still representing 4.8% of the housing stock. The government’s target of building 100,000 new homes annually has not yet been achieved, with approximately 71,837 added in 2023 when including housing transformations. - The VVD's approach to housing generally favors stimulating private sector development through deregulation. The party's most recent draft election manifesto included a proposal to cancel the law expanding rent controls. - In a previous term, de Groot was the VVD's spokesperson for housing and construction and has been critical of policies by former Housing Minister Hugo de Jonge. De Groot specifically opposed a bill that would mandate municipalities to ensure at least 30% of new housing is public housing, arguing it would create "deprived neighborhoods" and that more homes for the middle class were needed. - The VVD's focus on spatial planning aligns with its broader economic platform, which prioritizes economic growth, reducing red tape for entrepreneurs, and ensuring homeownership remains accessible through policies like maintaining mortgage interest tax deductions.
