A joint letter signed by culture ministers from 22 European countries, including France, Germany, and Ukraine, urged the Biennale to reconsider. The ministers argued that allowing Russia's participation amid the ongoing occupation of Ukraine is unacceptable. Russia last participated in the Venice Biennale in 2019, and the Russian-born artist Kirill Savchenkov withdrew in 2022 following the invasion of Ukraine. In 2024, Russia rented its pavilion to Bolivia. Mikhail Shvydkoy, Russia's delegate for international cultural exchanges, claimed Russia "never left" the Biennale, despite not organizing national exhibitions. Indonesia is returning to the Biennale after a six-year absence with "Printing the Unprinted," curated by Aminudin TH Siregar. The pavilion will explore Indonesia's cultural identity through old books, lithographic prints, and contemporary works by 14 emerging artists. Culture Minister Fadli Zon sees this as an opportunity to promote Indonesian culture and talent on the world stage.
