HIPAA rule finally standardizes attachments

A finalized HIPAA rule now mandates standardized electronic attachments for healthcare transactions — a big change aimed at streamlining claims processing and cutting administrative friction. The final rule titled “Administrative Simplification; Adoption of Standards for Health Care Claims Attachments Transactions and Electronic Signatures” was published in the Federal Register on March 24, 2026, with an effective date of May 26, 2026 and a compliance deadline 24 months later on May 26, 2028. (govinfo.gov) The rule amends the HIPAA transaction regulations by adding definitions for “attachment information” and “electronic signature” to 45 CFR 162.103 and creating §§162.2001–162.2002 to adopt the attachments and e-signature standards (CMS-0053-F, RIN 0938–AT38). (govinfo.gov) CMS adopted X12 standards X12N 277 (006020X313) and X12N 275 (006020X314) Version 6020 with Technical Report Type 3 (TR3) implementation specifications for administrative data, and it adopted HL7 implementation guides — C-CDA IG Volumes One and Two plus the HL7 Attachments IG (Release 2, March 2022) — for clinical content.
