Finland to Allow Nuclear Weapons on its Soil

In a historic strategic shift, Finland announced it will lift its longstanding restrictions on the presence of nuclear weapons on its territory. The move is a direct response to Russia's aggression in Ukraine and signals a new phase of security integration within Europe, breaking with decades of non-nuclear policy.

The legislative change targets Finland's Nuclear Energy Act, which since 1987 has completely prohibited the import, production, possession, and detonation of nuclear explosives on its territory. The proposed amendment would permit the transport and possession of nuclear arms if deemed necessary for Finland's defense as part of NATO's collective security. Defense Minister Antti Hakkanen stated the goal is to "maximize" security, though he clarified that Finland is not actively seeking to host nuclear weapons, nor is NATO planning such a deployment. The government aims for lawmakers, where the ruling right-wing coalition holds a majority, to approve the changes after a public consultation period ending April 2, 2026. This decision marks a definitive break from a long history of promoting nuclear disarmament. Finland was one of the first nations to sign the 1968 Nuclear Non-Proliferation Treaty and maintained military non-alignment throughout the Cold War until joining NATO in April 2023. The policy shift may not align with current public sentiment. A July 2023 survey indicated that 77% of Finns oppose stationing nuclear weapons in the country, and 61% are against allowing them to be transported through its territory. The Kremlin has responded with warnings of "countermeasures," casting the proposal as a direct threat along the 1,340-kilometer shared border. Kremlin spokesman Dmitry Peskov stated the move would lead to an "escalation of tensions on the European continent" and create new vulnerabilities for Finland.
