Richmond Schools Revise Budget, Cuts Remain

Richmond's superintendent proposed a revised school budget that restores funding for some programs previously on the chopping block. However, the city's public schools still face cuts to address ongoing budget constraints, impacting local services that influence social determinants of health.

The revised Richmond Public Schools budget adds back over $576,000 for mental health support contracts, a critical restoration as these services directly impact students' well-being and ability to learn. This funding is part of a larger, still-negotiated budget where the district is seeking an additional $21 million from the city to fully fund programs and staff. These mental health services are key components of addressing social determinants of health within the student population. The Richmond City Health Department partners with schools to support student wellness, including initiatives for adolescent health and providing resources for families. Reductions in these areas could disproportionately affect students who rely on school-based services for care. For pregnant and parenting students, RPS offers homebound instruction to ensure educational continuity during pregnancy, or for postpartum recovery when they cannot attend school in person. This service is a crucial support for a vulnerable student population, aiming to facilitate their return to the classroom. The local budget discussions in Richmond are happening as the state of Virginia is also focusing on school-based health. Recent state-level budget discussions have included provisions for expanding school-based health care services, including mental and primary medical care, and creating grant programs to support these initiatives. Additionally, there has been a focus on increasing the number of nurses and health staff in schools through various state-funded programs.
