Venice funding fight

- Russia is returning to the Venice Biennale for the first time since 2022, and that move has sparked a political funding fight. (rferl.org) - EU foreign-policy chief Kaja Kallas warned the EU would reduce its funding if Russia participates, according to reports. (eadaily.com) - Ukraine asked Italy not to issue visas to Russian participants, while Pussy Riot proposed an exhibition of political‑prisoner art in the Russia pavilion. ( )

Russia’s return to the 2026 Venice Biennale has opened a fight over money, visas, and who gets to use one of Europe’s biggest art stages. (politico.eu) European Union foreign-policy chief Kaja Kallas said on April 21 that the bloc would cut funding to the Biennale if Russia takes part, according to Politico. Latvia’s culture minister, Agnese Lāce, also said she would boycott the May 9 opening if the Russian pavilion goes ahead. (politico.eu) The Biennale’s own rules left the door open. On March 4, La Biennale di Venezia said the 61st International Art Exhibition would include 100 national participations and that it rejects “any form of exclusion or censorship of culture and art.” (labiennale.org) That decision reversed three years of absence. Russia’s pavilion was canceled days after the February 2022 invasion of Ukraine, and Russia did not take part in the 2024 edition; the 2026 show runs from May 9 to November 22 in Venice. (en.interfax.com.ua (labiennale.org)) The dispute has spread from museum politics into government policy. In March, ministers from 22 European countries urged the Biennale to reconsider Russia’s participation, and later members of the European Parliament pressed for European Union funding to be suspended if the pavilion proceeds. (politico.eu) (theartnewspaper.com) Ukraine has tried to raise the cost further. Foreign Minister Andrii Sybiha said on April 22 that Kyiv wants Italy, as host country, not to issue visas to Russian participants, after Ukraine sanctioned five people tied to the pavilion by decree on April 9. (en.interfax.com.ua) (mincult.gov.ua) Ukraine’s Culture Ministry said the 2026 Russian project is titled “The Tree Is Rooted in the Sky” and involves more than 50 participants. The ministry said Mykhailo Shvydkoi, a Kremlin envoy for international cultural cooperation, initiated the return. (mincult.gov.ua) Artists opposing the pavilion have pushed a different idea for the building itself. Pussy Riot said it wants the Russia pavilion to host work by political prisoners instead, tying that proposal to a Strasbourg exhibition called “Resistance Imprisoned” that opened April 19 and runs through May 31. (news.artnet.com) The Biennale now faces two incompatible demands: keep Russia in under its stated policy of openness, or keep European public money and political backing by shutting the pavilion out again. The next test is close: preview days begin May 6, and the official opening is May 9. (labiennale.org)
