Encino Hills Traffic Plan to Begin Feb. 23

A traffic mitigation plan for the Encino Hills area is scheduled to begin on February 23rd. The plan is designed to address ongoing traffic concerns raised by residents. The Encino Neighborhood Council has published detailed information about the changes on its website.

- The plan is a collaborative effort between the Encino Neighborhood Council, Los Angeles City Council District 4, and the Los Angeles Department of Transportation (LADOT). - It primarily targets "cut-through" commuter traffic and speeding, which have been persistent resident concerns. - The initial phase is a "tactical trial" that will last for one year, during which LADOT will collect traffic data and survey residents to assess the changes and make potential adjustments. - Specific measures include new turn restrictions at numerous intersections, such as "No Right Turn" from Rancho St to Louise Ave and "No Left Turn" from Louise Ave to Oak View Dr, primarily effective between 7 AM and 10 AM. - The plan also establishes 24-hour "No-Right-on-Red" restrictions at the intersections of Ventura Blvd with Petit Ave, Libbit Ave, and Woodley Ave. - This initiative follows a multi-phase process that began with an online community survey conducted from October 2023 through early 2024 to gather resident feedback. - Following the trial period of turn restrictions, a potential third phase could introduce physical traffic calming measures like speed humps, gateway treatments, or medians.
