Germany Halts Military Exports to Israel

Germany has suspended military exports to Israel intended for use in Gaza. The policy has symbolic weight and could affect logistical and supply chain relationships for German companies operating in the region.

Historically, Germany has been one of Israel's most significant military suppliers, second only to the United States. Between 2019 and 2023, Germany provided 30% of Israel's major conventional arms imports. In 2023 alone, Germany approved €326.5 million in military equipment and weapons sales to Israel, a tenfold increase from the previous year. The now-suspended exports included crucial components for air defense systems, communication equipment, and powerful naval vessels. German-made Sa'ar 6-class corvettes, for example, are a key part of the Israeli Navy, and engines for Israeli Merkava tanks are produced in Germany. This halt could create significant supply chain challenges for Israeli defense manufacturing. Beyond military hardware, the two countries have a deep and ongoing collaboration in technology and cybersecurity. Germany has been working with Israel to develop its own "cyber dome" to protect critical infrastructure, and there are numerous joint R&D projects in fields like AI, smart grids, and post-quantum cryptography. The German-Israeli Network of Startups and Mittelstand (GINSUM) actively connects German manufacturing companies with Israeli tech startups. This decision comes as the German government is also re-evaluating the role of sustainability within its defense industry. There is a push to align the sector with Environmental, Social, and Governance (ESG) criteria, a move that is reshaping investment strategies for major German funds. This includes exploring the use of green hydrogen and other sustainable technologies in military applications. The economic impact of the suspension is already being felt, with the stock of major Israeli defense firms like Elbit Systems dropping following the announcement. The move also creates uncertainty for German companies that are part of the complex defense supply chain and have long-standing relationships with Israeli partners. This policy shift is not happening in a vacuum. Other European nations, including Spain, Italy, Canada, and the Netherlands, have also suspended arms shipments to Israel to varying degrees. This creates a broader trend of European countries reassessing their military export policies in the region.
