The withdrawal stems from heightened tensions after the U.S. and Israel's military actions that resulted in the death of Iran's Supreme Leader Ayatollah Ali Khamenei on February 28. Sports Minister Ahmad Donyamali stated that Iran cannot participate in a tournament co-hosted by the U.S. under these circumstances. Donyamali also cited safety concerns for the Iranian team in the U.S.. FIFA regulations stipulate financial penalties for withdrawals, potentially a fine of at least €275,000 if the withdrawal occurs more than 30 days before the first match. If the withdrawal happens within 30 days, the fine increases to at least €550,000. Additional sanctions could include suspension from future FIFA competitions and the repayment of World Cup preparation funds. Several teams are being considered as replacements for Iran, with Iraq and the United Arab Emirates being the most likely candidates from the Asian Football Confederation. Iraq is the highest-ranked Asian team not yet qualified. FIFA could also consider teams from other confederations or even reduce Group G to three teams.
