Toronto Parks Pilot

- Toronto City Council approved a park mobile vending program on April 24, letting food trucks and carts operate in designated parks across the city starting this summer under a single city-run framework. - City staff said the phased rollout will begin June 25 and run to Oct. 12, with vendors limited to food and drinks, daytime and early evening hours, and no alcohol sales. - The change replaces Toronto’s fragmented park-vending system and feeds into a broader food-and-beverage strategy council expects back in 2027. Toronto City Council has approved a mobile vending pilot that will bring food trucks and carts into designated parks across the city this summer. (toronto.ca) The decision came as council considered a Parks and Recreation report first posted April 2 and advanced by the Economic and Community Development Committee on April 9. Council’s agenda listed the item for April 22, 23 and 24. (toronto.ca 1) (toronto.ca 2) City staff said the program will launch in phases beginning June 25, 2026, with food trucks and food carts allowed to apply for permits at designated park locations. The report says the pilot is meant to run under “clear rules” and “consistent oversight.” (toronto.ca) The city’s report says Toronto parks now have food service that is “limited, inconsistent, and developed on a site-by-site basis.” It says permits, licence agreements and operating rules differ depending on the park and the type of vendor. (toronto.ca) Under the new model, Parks and Recreation will choose park sites using criteria in the report and consult the local ward councillor before implementation. Staff said the city will target parks where food service gaps, park size, usage patterns and infrastructure make vending workable. (toronto.ca) (blogto.com) The program covers food and beverage sales, but not alcohol or non-food merchandise. BlogTO, citing the staff report and council approval, reported the pilot is expected to run through October and will use the city’s existing licensing framework. (blogto.com) (toronto.ca) Council also approved related changes for park concessions, including licence agreements with community-based non-profits for up to five years and with concession operators for initial terms of three to five years. Those commercial agreements can include renewal options of up to five more years. (toronto.ca) The park-vending pilot traces back to a 2025 council direction, listed in the report as item 2025.MM29.8, that asked staff to expand food and beverage options in parks and recreation spaces. The same report sets up a four-year food and beverage strategy for council consideration in 2027. (toronto.ca 1) (toronto.ca 2) Council’s final instruction requires the general manager of Parks and Recreation to return in 2027 with an update on the mobile vending program and the broader strategy. For now, the city has cleared the way for a summer test run in Toronto parks. (toronto.ca)
